The guy in the blue shirt was the owner of the land. The way UXO Lao works, a person who wants something cleared can submit a request. It goes in a pile, is prioritized (hopefully) based on need and impact of clearance, then cleared at some later point. Or, if someone finds a big thing, they can call the roving patrol, which will come out quicker and clear/remove the one piece of ordnance.
